북한이 7차 핵실험에 나선다면 국제사회가 엄중한 대응을 할 것이라고 백악관 고위관리가 밝혔습니다. 미국이 선호하는 것은 외교지만 북한이 호응하지 않는 상황에선 동맹 방어에 집중한다는 점도 거듭 설명했습니다. VOA 뉴스가 보도합니다.
존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 27일 북한의 추가 핵실험 가능성이 여전한 것으로 판단하면서 "국제사회의 대응이 엄중할 것"이라고 강조했습니다.
커비 조정관은 이날 외신 기자회견에서 최근 미한일 3국 외교차관회의에서 나온 '북한 핵실험 시 전례 없이 강력한 대응'의 의미를 묻는 질문에 미국의 대북 기조를 확인하며 이같이 말했습니다.
[녹취: 커비 조정관] "The United States has said and we still maintain that we're willing to sit down with Mr. Kim without preconditions to pursue the denuclearization of the peninsula, which remains our goal. And the regime in Pyongyang has not responded to that, what they have in fact done is continue to test missiles and to try to continue to try to improve their military capabilities and offensive as they are, which just which just causes more instability on the peninsula and contributes to a degradation in the security environment."
커비 조정관은 "미국은 우리의 목표인 한반도 비핵화를 추구하기 위해 김정은 국무위원장과 전제조건 없이 마주할 의향이 있다는 점을 말해왔고, 우리는 여전히 그런 입장을 유지하고 있다"는 점을 강조했습니다.
이어 "북한 정권은 이에 호응하지 않고 있고, 오히려 미사일 시험을 계속하며 자신들의 군사력 강화를 시도한다"면서 "이는 한반도의 불안정을 더욱 초래하며 안보환경을 저해한다"고 지적했습니다.
커비 조정관은 "우리는 몇 달째 김 위원장이 언제든 추가 핵실험을 단행할 수 있다고 말해왔고, 여전히 그렇게 믿는다"고 말했습니다.
이어 '대응 옵션'과 관련해 바이든 대통령보다 앞서 미리 예단하지 않을 것이라며 말을 아꼈습니다.
다만 웬디 셔먼 부장관은 그래야 한다면 국제사회의 대응이 엄중할 것이라는 점을 언급한 것이라고 설명했습니다.
[녹취: 커비 조정관] "We have said for months now that Mr. Kim could conduct another nuclear test at any moment and we still believe that that's the case. I'm not going to again telegraph options or get ahead of President Biden. But what the deputy secretary was referring to would be the severity of the response by the international community, should that be the case. And I think I need to leave it there. But again I want to stress we're willing to sit down without preconditions. There's no reason for another test to occur.”
커비 조정관은 그러면서 "우리는 전제조건 없이 마주앉을 의향이 있다는 점을 다시 강조하고 싶다"면서 "추가 (핵)실험을 해야 할 이유가 없다"고 덧붙였습니다.
이어 "김 위원장이 대화하고 싶어하지 않는 상황에서 우리와 우리 동맹을 확실히 방어할 수 있도록 우리는 해야 할 일을 해야 한다"고 강조했습니다.

Given that he hasn't shown any inclination to want to talk, we have to do what we must to make sure that we can defend ourselves and our allies, five of our seven treaty alliances in the United States or in the Pacific region, five of seven. And one of them is with the Republic of Korea. The other one is with Japan. Another one is with Japan. We take our treaty commitments to Japan and South Korea very seriously as well, which is why in response to the provocations of the North in these last many weeks, we have increased our ability to gather intelligence in and around the peninsula, we have conducted and tried to hone military capabilities conducting exercises bilaterally with the Japanese self-defense forces as well as the military of the Republic of Korea. And we have been spurring and encouraging and trying to engender better trilateral cooperation between our three nations from a defense perspective from a security perspective"
커비 조정관은 "미국의 7개 동맹 중 5개 동맹이 태평양 지역에 있으며 그중 하나가 한국이며, 또 다른 하나가 일본"이라면서 "우리는 일본, 한국에 대한 방위조약을 매우 진지하게 여긴다"고 강조했습니다.
이 때문에 지난 몇 주간 북한의 도발에 대응해 정보수집을 위한 역량을 강화했고 일본, 한국과 양자 훈련을 벌이며 군사력을 정비했으며 군사 안보 분야에서 더 개선된 3자 협력을 촉진하고 장려하고 있다는 것입니다.
그러면서 "이는 우리가 확실히 선호하는 외교적 경로가 부족한 상황에서 우리와 동맹의 이익을 확실하게 방어하기 위한 것"이라고 커비 조정관은 거듭 밝혔습니다.
