미국 국무부는 북한의 핵실험 등 추가 도발 가능성을 여전히 우려하고 있으며 이에 대한 적절한 책임을 물릴 것이라고 밝혔습니다. 중국과 러시아 군용기가 한국과 일본의 방공식별구역을 침입한 데 대해선 미국의 동맹 방위 의지를 재확인했습니다. VOA 뉴스가 보도합니다.
네드 프라이스 국무부 대변인은 북한의 추가 도발 가능성을 여전히 예의주시하고 있다고 밝혔습니다.
[녹취: 프라이스 대변인] “We share the concern that North Korea may be on the verge of another provocation. This is a concern that we've spoken of for some time now. We have said for the past couple of weeks, we have spoken of our expectation that the DPRK may undertake an additional provocation either during the course of the president's visit to the region which is now essentially concluded, or in the days that followed. Our concern for another potential provocation be it an ICBM launched, be it a potential seventh nuclear weapons test, our concern has not abated in any way.”
프라이스 대변인은 24일 정례브리핑에서 ‘북한이 7차 핵실험 준비를 마쳤다는 한국 당국의 분석’에 대한 논평 요청에 “북한이 또 다른 도발 직전에 있다는 우려에 공감한다”고 답했습니다.
그러면서 “이건 우리가 꽤 오랫동안 이야기한 우려 사안”이라며 “우리는 사실상 마무리된 (바이든) 대통령의 (아시아) 지역 방문 기간 중이나 이후 며칠 안에 북한이 추가 도발을 감행할 수 있다는 가능성을 지난 몇 주 동안 언급해왔다”고 말했습니다.
이어 “그것이 대륙간탄도미사일(ICBM) 발사이든 혹은 7차 핵실험이든 또 다른 잠재적인 도발에 대한 우리의 우려는 어떤 식으로도 수그러들지 않았다”고 덧붙였습니다.
‘북한의 추가 도발에 미국이 어떤 대응을 할 수 있느냐’는 질문에는, “우리가 현재 어디에 있는지에 대해 앞서 나가고 싶지 않다”면서도 “우리는 계속되는 도발에 북한이 대가를 치를 수 있도록 국제사회가 그런 도발에 책임을 물리는 쪽에 서는 것이 중요하다고 믿는다”고 말했습니다.
[녹취: 프라이스 대변인] “Again I don't want to get ahead of where we are, but we believe it is important for the international community to weigh in on the side of accountability for these provocations to impose costs on the DPRK for its continued provocations. This is something that we are discussing with our allies and partners in New York. It is something that the president had an opportunity to discuss in Japan and the ROK as well. He made clear that our commitment to the defense of our treaty allies Japan and South Korea is ironclad. And we will continue to work closely with them to ensure that we are postured appropriately in terms of our defense and deterrence and to continue to impose appropriate costs on the DPRK should its provocations continue as we are concerned.”
이어 “이건 우리가 동맹, 파트너와 뉴욕(유엔 안보리)에서 논의하고 있는 사안이자 (바이든) 대통령이 일본과 한국에서 논의할 기회가 있던 사안”이라며 바이든 대통령은 “우리의 조약 동맹인 일본과 한국에 대한 방위공약이 철통같다는 점을 분명히 했다”고 강조했습니다.
아울러 “우리는 계속해서 그들(한국, 일본)과 긴밀히 협조해 우리의 방어와 억지력 측면에서 적절한 태세를 취할 수 있도록 할 것이고, 우리가 우려한 대로 북한이 도발을 지속한다면 계속해서 적절한 비용을 부과할 것”이라고 프라이스 대변인은 덧붙였습니다.
프라이스 대변인은 ‘러시아와 중국 폭격기 여러 대가 한국과 일본 방공식별구역에 진입한 문제’에 대해서도 논평했습니다.
[녹취: 프라이스 대변인] “The patrol as we understand it traverse the Sea of Japan and continue through the East China Sea and the Philippines Sea. This exercise was likely planned well in advance by both countries. And Beijing's decision to cooperate with Moscow in this way amid Russia's further invasion of Ukraine and the Kremlin's dangerous nuclear rhetoric demonstrates the quote-unquote no limits partnerships that they talked about in their joint communique is quite alive and well.”
“우리는 이번 초계비행이 일본해(동해)를 가로질러 동중국해와 필리핀해를 통과한 것으로 이해하고 있고, 이번 훈련은 양국에 의해 사전에 계획된 것으로 보인다”는 설명입니다.
이어 “러시아의 우크라이나 침공 상황 속에서도 이런 방식으로 러시아에 협력하기로 한 중국의 결정과 러시아의 위험한 핵 관련 수사는 그들이 공동성명에 언급한 것처럼 협력에 제한이 없을 뿐 아니라 여전히 건재하다는 것을 보여준다”고 지적했습니다.
프라이스 대변인은 “반면 바이든 대통령은 한국과 일본을 방문해 조약 동맹을 양자 방식으로 만나고, 이번 행정부 들어 네 번째로 쿼드 회의를 소집하는 한편 ‘인도태평양 경제 프레임워크(IPEF)’을 출범시켰다”면서 “이는 러시아와 중국에서 본 것과 극명한 대조를 보여준다”고 말했습니다.
[녹취: 프라이스 대변인] “And the President’s, on the other hand, the president's successful visit to the ROK and Japan where he met with our treaty allies on a bilateral basis where he also convened the Quad for the fourth time during this administration, coupled with the launch of discussions on IPEF, the Indo-Pacific economic framework. That demonstrates a stark contrast to what we've seen from Russia and China.”
또 “이는 자유롭고 개방된 인도태평양 지역에 대한 우리의 약속을 보여준다”며 “이건 대통령의 일본과 한국 방문의 핵심이었다”고 밝혔습니다.
[녹취: 프라이스 대변인] “It demonstrates our commitment to a free and open Indo Pacific region. That was at the heart of the president's visit to Japan, to the Republic of Korea. And you also heard from the president and senior officials while there, more about our long-standing commitment to the defense of those allies including Japan, and the ROK. We've consistently made the point that attempts to intimidate US allies and partners will only strengthen our collective resolve. Of course, we've discussed and work very closely with Japan with the ROK on matters of defense and deterrence.”
프라이스 대변인은 “(바이든) 대통령과 다른 고위 관리들이 그곳에 있는 동안 일본과 한국을 포함한 동맹들에 대한 우리의 오랜 방위 공약에 대해 한 말을 들어봤을 것”이라면서 “우리는 미국의 동맹과 파트너를 위협하려는 시도가 우리의 집단적 결의를 강화할 뿐이라는 점을 일관되게 주장해 왔다”고 말했습니다.
이어 “물론 우리는 방위와 억지 문제에 대해 일본, 한국과 매우 긴밀히 논의하고 협력하고 있다”고 덧붙였습니다.
