미국 국무부는 북한의 추가 도발 가능성을 긴밀히 주시하고 있다면서 북한에 추가 압박을 가하는 등 할 수 있는 모든 일을 하고 있다고 강조했습니다. 한국, 일본을 비롯한 전세계 파트너와의 공동 대응 의지도 밝혔습니다. VOA 뉴스가 보도합니다.
네드 프라이스 국무부 대변인은 북한이 추가 핵실험을 준비 중이라는 언론 보도와 관련해 상황을 예의주시하고 있다고 밝혔습니다.
프라이스 대변인은 31일 정례브리핑에서 “정보 사안에 대해 말을 할 수 있는 입장은 아니지만 북한이 최근 몇 주 동안 여러 차례 도발을 해 왔다는 점은 말할 수 있다”면서 “(북한) 정권은 몇 년 동안 도발을 일삼아 왔다”고 지적했습니다.
[녹취: 프라이스 대변인] “Of course, I'm not in a position to speak to intelligence one way or another, but what I can say is that the DPRK has engaged in a number of provocations in recent weeks. But this is a government that has engaged in provocations for a number of years now. And just prior to what is assessed to have been the launch of a probable ICBM, we released information indicating that such a launch might be in the offing. So, we are monitoring the situation very closely. We have made clear that continued provocations will incur additional responses from the international community. We will continue to engage with our Japanese counterparts, our South Korean counterparts at the UN and with our partners and allies around the globe.”
이어 ICBM 발사 가능성이 있는 것으로 평가되기 직전에 우리는 그러한 발사가 곧 있을 것이라는 정보를 공개하기도 했다며 “따라서 우리는 상황을 매우 긴밀히 주시하고 있다”고 강조했습니다.
또 “우리는 (북한의) 계속된 도발이 국제사회의 추가적인 대응을 불러일으킬 것이라는 점을 분명히 했다”면서 “유엔에서 일본과 한국의 대화 상대, 그리고 전 세계 우리의 파트너·동맹들과 계속 관여할 것”이라고 말했습니다.
북한의 추가 도발에 대응해 미국이 취할 수 있는 조치가 무엇이냐는 ‘VOA’의 질문에 대해선 “우리는 북한에서 탄도미사일과 핵 기술 확산, 핵 진전에 책임이 있는 자들에게 계속 추가적인 압박을 가해 왔다”고 답했습니다.
[녹취: 프라이스 대변인] “We have continued to place additional pressure on those responsible for the proliferation of ballistic missile technology, nuclear technology and nuclear advancements in the DPRK. We have announced additional sanctions against those proliferators even in recent days. Sanctions on the part of the United States, on the part of our partners and allies is one important agreement, ingredients.”
이어 최근 미국 정부가 북한의 미사일 프로그램에 관여한 개인 등에게 추가 독자 제재를 부과한 사실을 상기시키면서 “미국과 파트너, 동맹들의 제재는 우리가 택한 중요한 합의이자 요소”라고 밝혔습니다.
아울러 “우리는 미 본토는 물론 조약 동맹의 안전 보장을 위한 조치도 취했다”면서 “최근 인도태평양 사령부는 최근 한반도 서해에서 ISR로 불리는 정보·감시·정찰을 강화하고 또 역내 탄도미사일 방어 대비 태세를 상향할 것을 지시하기도 했다”고 설명했습니다.
[녹취: 프라이스 대변인] “We have also taken necessary measures to ensure the security of our homeland and the security of our treaty allies as well. Recently US Indo-Pacific Command ordered intensified what we call ISR, that is intelligence surveillance and reconnaissance collection activities in the Yellow Sea, as well as enhanced readiness among our ballistic missile defense forces in the region...So we can do all of these things. We can hold the DPRK accountable. We can take necessary measures when it comes to deterrence and defense.”
“우리는 이 모든 것을 하고 있으며, 북한에 책임을 물릴 수 있고 억제와 방어에 필요한 조치를 취할 수 있다”는 설명입니다.
프라이스 대변인은 “그러나 우리가 대화와 외교에 열려 있고 북한에 대해 적대적 의도를 품지 않았다는 매우 분명한 신호도 지금처럼 계속 보낼 수 있다”고 말했습니다.
[녹취: 프라이스 대변인] “But we can also signal very clearly as we continue to do that we are open to dialogue that we are open to diplomacy that we harbor no hostile intent towards the DPRK. And in fact, to the contrary, we believe that the responsible thing to do would be to discuss the DPRK ballistic missile and nuclear weapons programs in the diplomatic context. Now of course, the DPRK hasn't responded affirmatively to that just yet. That certainly doesn't mean that we are sitting on the sidelines twiddling their thumbs waiting for them to come to us.”
이어 “사실 이와는 반대로, 북한의 탄도미사일과 핵 무기 프로그램을 외교적 맥락에서 논의하는 것이 책임있는 일이라고 생각한다”면서도 “물론 북한이 이에 대해 긍정적인 반응을 보이지 않고 있다”고 말했습니다.
하지만 “그건 분명 우리가 방관하며 그들이 우리에게 오기를 기다린다는 것을 의미하는 건 아니다”라고 프라이스 대변인은 강조했습니다.
프라이스 대변인은 오는 5월 취임을 앞둔 한국의 윤석열 정부가 북한에 대한 강경한 자세를 예고한 데 대한 질문에 대해선 자신은 “한국 정부의 입장이 어떻게 진화할지 언급할 만한 위치에 있지 않다”면서 “변함이 없을 것으로 확신하는 건 한국과의 철통 같은 동맹”이라고 말했습니다.
[녹취: 프라이스 대변인] “I am not in a position to offer anything from here as to how the ROK’s position towards the DPRK may evolve with the new administration. One thing I'm confident will not evolve, that is our ironclad alliance with the ROK. We will continue to have an incredibly close alliance with our South Korean partners. It is an alliance, is a partnership that transcends administrations whether in this country whether in ROK, whether in Japan, for that matter in the Trilateral context.”
이어 “우리는 한국 파트너와 계속해서 믿을 수 없을 만큼 긴밀한 동맹을 지속할 것”이라며 “이는 미국과 한국, 일본의 특정 행정부를 초월한 동맹이자 파트너십으로, 그 점은 3국 간에도 마찬가지”라고 강조했습니다.
프라이스 대변인은 최근 미국이 유엔 안보리에서 새 대북 제재 결의안을 추진했지만 중국과 러시아의 반대에 부딪힌 것과 관련해 “북한의 최근 며칠간 그리고 더 긴 기간 도발에 대응해 우리는 안보리를 포함해 유엔과 관여했다”면서 “그러나 우리는 양자 그리고 다자에 기반해 우리의 동맹과 전 세계 파트너들과 관여했다”고 밝혔습니다.
[녹취: 프라이스 대변인] “What I can say is that in response to the DPRK provocations in recent days and even longer, we have engaged, yes at the UN including in the Security Council, but we have engaged with our allies and partners around the world on a bilateral and multilateral basis. That starts with our treaty allies in the Indo-Pacific, two of whom Japan and South Korea. We work with incredibly closely on the challenge that is presented by the DPRK’s provocations, the challenge, the threat to international peace and security that is posed by its ballistic missile and nuclear weapons programs.”
이어 “이는 인도태평양에 있는 우리의 조약 동맹 즉 일본과 한국에서 시작한다”며 “우리는 북한의 탄도미사일과 핵 프로그램으로 야기된 도발과 도전, 국제 평화와 안보에 대한 위협 문제에 믿을 수 없을 만큼 긴밀하게 협력한다”고 덧붙였습니다.
프라이스 대변인은 “유엔 안보리는 국제평화와 안보에 대한 위협을 다루는 세계 최적의 장소”라면서 “우리가 특정 사안에 직면했을 때 우리는 안보리 이사국들이 적절히 대응하기를 기대한다”고 말했습니다.
