북한 비핵화를 위한 미국과 북한의 ‘제네바 기본합의’가 체결된 지 25년을 맞았습니다. 당시 합의를 이끈 주역들은 북한이 핵을 포기하지 않을 것이라고 단정할 수 없다며, 미-북 대화는 계속돼야 한다는 강조했습니다.    VOA 뉴스가가 취재했습니다.

25년 전인 1994년 10월 21일.

빌 클린턴 당시 미국 대통령은 기자회견에서 북한이 핵을 동결하고 해체할 것이며, 전 세계는 안전해질 것이라고 천명합니다.

미국과 북한 간 ‘제네바 기본합의’가 체결된 겁니다.

합의에는 북한이 핵을 포기하고 국제원자력기구 IAEA의 사찰을 허용하는 대신 미국은 북한에 경수로 2기를 지어주고 연간 50만t의 중유를 공급하겠다는 약속이 담겼습니다.

당시 미국 측 수석대표인 로버트 갈루치 전 국무부 북 핵 특사는 VOA와의 인터뷰에서, 미국의 목표는 여전히 북한의 비핵화여야 한다고 강조했습니다.

[녹취: 갈루치 전 특사] “So what would you do? My first goal would be having negotiated a settlement to get to the denuclearization we want. I mean that’s what I tried for 25 years ago and I would be still trying for it.”

그것이 바로 25년 전 자신이 추구하던 것이었고, 지금 다시 한다고 해도 그럴 것이란 설명입니다.

갈루치 전 특사는 북한이 핵무기를 절대 포기하지 않을 것이란 일각의 주장에 동의할 수 없다고 말했습니다.

[녹취: 갈루치 전 특사] “I am not certain. I have no idea how they could be certain, either. I think it’s worth finding out. And therefore, I favor negotiation in which we explore the possibility of them giving up the weapons. Certainly, when they say they will, it would be a shame to walk away and preemptively concede defeat. I am not up for that.”

북한이 핵을 포기하지 않을 것이라고 확신하는 사람들이 어떻게 그렇게 확신할 수 있는지 모르겠다는 겁니다.

그러면서, 협상을 통해 북한의 의중을 알아보기 전에 협상 자체를 포기해 버리는 일은 없어야 한다고 말했습니다.

당시 협상단 차석대표를 맡았던 토머스 허바드 전 주한 미국대사도, 북한의 비핵화를 이끌기 위한 협상은 이어져야 한다고 말했습니다.

[녹취: 허바드 전 대사] “The problem is even more difficult now. But I continue to believe it’s worthwhile to try to keep negotiating to make clear what our goal is – it’s denuclearization. But we have to recognize that’s not going to happen overnight. We need to have process in place that leads to that goal.”

25년 전 보다 상황이 더 어려워진 건 맞지만, 비핵화라는 명확한 목표를 갖고 협상에 나설 가치가 있다고 믿는다는 겁니다.

그러면서, 이 과정이 하루아침에 이뤄지지 않을 것이란 사실을 알아야 한다고 말했습니다.

허바드 전 대사는 25년 전 ‘제네바 합의’가 10년 가까이 북한의 핵 개발을 막았다고 말했습니다.

[녹취: 허바드 전 대사] “Back in the Agreed Framework, we did freeze the most advanced part of that program for nearly a decade, if we found a way to keep that agreement in place to implement it further, there was a chance that time to bring about the full denuclearization.”

‘제네바 합의’를 어떻게든 유지했더라면 북한의 완전한 비핵화를 이룰 기회가 있었다는 설명입니다.

허바드 전 대사는 또 ‘제네바 합의’가 토대가 돼, 후에 이란의 핵 개발을 막을 수 있었다고 말했습니다.

[녹취: 허바드 전 대사] “It was basically a somewhat similar formula to what we followed some years later with the Iran agreement. In fact, it had some kind of trade-offs. It was far from perfect. The Iran agreement did not call for the immediate elimination of all Iranean programs. They could have turn into nuclear programs, but it put limits on them and started a process that could have led finally to full Iranian decision not to go nuclear. And of course, they do not yet have a nuclear weapons capability.”

이란 합의가 ‘제네바 합의’와 매우 비슷한 형태를 띄었으며, 완벽하진 않았지만 이란의 핵무기 개발 계획을 중단시킬 수 있었다는 겁니다.

‘제네바 합의’가 완전히 이행되지 못한 이유에 대해 갈루치 전 특사는 북한의 약속 불이행이 원인이었다고 설명했습니다.

[녹취: 갈루치 전 특사] “(The North) believed that the United States didn’t fulfill its political obligations under the deal to normalize relations. We were quite clear that they violating the deal by pursuing a separate enrichment program. And the deal fell apart.”

북한은 미국이 미-북 관계 정상화를 위한 정치적 의무를 다하지 않았다고 비판했지만, 미국은 북한이 별도의 우라늄 농축 프로그램을 추진하고 있다는 걸 알게 됐다는 겁니다.

허바드 전 대사는 북한이 잘못한 건 맞지만, 미국의 정치적 상황과도 맞물렸다고 말했습니다.

조지 부시 정권이 들어서면서 전임 빌 클린턴 정부 때 만들어진 ‘제네바 합의’에 대한 반발이 많았다는 겁니다.

[녹취: 허바드 전 대사] “When the Bush administration came into the office in 2001, a lot of issues were raised. In fact, we directly raised this issue of the uranium enrichment with the North Koreans. And when the North Koreans acknowledged they had cheated, we in effect withdrew from the Agreed Framework. I think that was a big mistake. I often say we threw out the baby with the bathwater. When we confronted the North Koreans, we should have tried to maintain the freeze that was contained in the Agreed Framework, and work from there to mend the agreement to prohibit the enrichment program.”

허바드 전 대사는 ‘제네바 합의’를 수정하지 않고 무효화시킨 것은 큰 실수였다며, 작은 걸 막으려다가 더 큰 걸 못 막게 됐다고 지적했습니다.

갈루치 전 특사는 1990년대 중반 당시 미국이 북한과의 관계를 정상화할 준비가 돼 있지 않았다고 말했습니다.

[녹취: 갈루치 전 특사] “I think that’s regrettable. It’s easy for me as an American to say they cheated and leave it at that. But I would add that they were looking for a political relationship with the United States, which we were really not ready to pursue in the mid-90s. I think that problem analytically is still with us. And if there is to be a deal made with Kim Jong-un, the grandson of the gentleman that headed North Korea as a chairman when I negotiated, I think we have to figure out how the US can have a normal relationship with the North so that the North does not fear an effort by the United States as a regime change.”

갈루치 전 특사는 미국에 아직도 그런 문제가 있다며, 미국은 북한이 체제 변화에 대한 두려움을 갖지 않게 하면서 북한과 어떻게 정상적인 관계를 구축해갈 수 있을지를 고민해야 한다고 말했습니다.

또, ‘제네바 합의’를 이끌어내는데 1년 반이 걸렸다며, 스티븐 비건 대북특별대표도 충분한 협상 시간을 가져야 한다고 말했습니다.

[녹취: 갈루치 전 특사] “What I essentially wish for Steve, is that he is allowed to do the negotiation. I would like him to have time not meetings for weekend or a week, but have weeks. I mean I took a year and half to do the Agreed Framework. He should have some time to do it and he should have the support of the president of the United States.”

아울러 트럼프 대통령의 지지를 받는 것도 중요하다고 덧붙였습니다.

허바드 전 대사는 그동안 트럼프 대통령이 실무 협상을 방해한 측면이 없지 않다고 말했습니다.

트럼프 대통령은 북한 정권에, 자신만이 협상 상대라는 생각을 갖게 했다는 겁니다.

[녹취: 허바드 전 대사] “I think President Trump himself has probably hampered the negotiations by somehow suggesting to the North Koreans that he is the only one they can negotiate with, I do think Kim Jong-un believes he can get a better deal from President Trump than he can get through negotiations through senior officials like Ambassador Biegun. And that includes productive senior official negotiations before we have another summit. But I think North Koreans need to recognize that now they need to deal with Ambassador Biegun.”

허바드 전 대사는 또 한번의 정상회담을 열기 전에 건설적인 실무 협상이 이뤄져야 한다고 말했습니다.

그러면서, 북한 정권에 비건 대표가 그들의 협상 상대라는 걸 반드시 인식시킬 필요가 있다고 강조했습니다.
